19.7.4 a não ser que if not / provided that + negated subordinate clause
The conjunction a não ser que is transparent, the single components suggests what it actually means. A literal translation would be ... if it is not that.... This conjunnction requires the conjuntivo, it is a hypothetical situation.

As a preposicion, in other words without que, it correspond to the English preposition except. It should be noted that an eventual infintivo or an infinitivo pessoal is an object and in front of an object a preposition is possible, but not a conjunction.
